With reference to Sir F. Lugard's

Confidential Despatch of the 4th. of March last on the

subject of defective bridges on the British Section of the

Kowloon Canton Railway, I have the honour to transmit the

enclosed copy of a letter from the Consulting Engineers to

the Chief Resident Engineer.

I would draw Your Lordship's

attention to paragraph 2 in which the Consulting Engineers

state "that apart from the type drawings which we original-

*-ly sent to the Chief Resident Engineer no questions of

"the design, working drawings or execution of masonry or

"concrete of bridges have ever been referred to us or been

"under our supervision in any way. It was throughout

"understood that such matters, as also such questions of

*foundations
